MTR Elizabeth Line: Microsoft 365 Governance

MTR, the global transport operator responsible for the Queen Elizabeth Line, employs around 1,500 staff in the UK.  With a major role in managing one of London’s most critical transport networks, MTR needed a robust and future-ready collaboration environment to support secure communication, governance, and adoption of Microsoft 365. 

Business Challenge 

MTR faced fragmented content management practices spanning on-premise, Microsoft 365, and third-party tools. This created inefficiencies in collaboration, compliance, and governance. At the same time, teams were under pressure from an ever-expanding workload, making it essential to work smarter, streamline processes, and improve productivity. To achieve this, MTR needed a new SharePoint environment and a clear strategy to embed more efficient, collaborative ways of working- without starting from scratch.  

Solutions 

ElysianIT partnered with MTR to define and ratify a roadmap for M365 collaboration, governance, and adoption. Our approach combined: 

  • Templated architecture & baseline portal – accelerating deployment through reusable, proven frameworks rather than custom builds.

  • Workshops & pilot migrations – testing the model with a department, refining via playback, enhancement, and evolution phases. 
  • Governance & security model – defining tenant governance, Teams lifecycle, naming conventions, and security models. 
  • Knowledge transfer & Copilot guidance – enabling MTR to explore innovative tools like SharePoint Copilot agents to enhance content management and collaboration.
